Role Overview
We are seeking an experienced Business Development Manager, Federal & SBIR to drive growth through U.S. government contracts, with a strong emphasis on the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, as well as other federal procurement vehicles. This role will identify, shape, capture, and support the pursuit of opportunities across Department of Defense, NASA, and other federal agencies for our radiation-hardened power electronics and related aerospace/defense technologies.
The ideal candidate is a proactive, results-oriented professional who understands the federal acquisition landscape, can navigate SBIR/STTR processes from solicitation through Phase III transition, and builds lasting relationships with government customers, primes, and partners.
Key Responsibilities:
- Identify, qualify, and track relevant federal opportunities on SAM.gov, agency-specific portals, and SBIR/STTR solicitations (including DoD, NASA, and other agencies).
- Develop and execute capture strategies for SBIR/STTR Phase I, II, and III efforts, as well as Other Transaction Authorities (OTAs), BAAs, RFPs, and traditional FAR-based contracts.
- Lead or support proposal development, including technical and management volumes, compliance matrices, past performance, and pricing inputs; coordinate cross-functional inputs from engineering, finance, and operations.
- Build and maintain relationships with program offices, contracting officers, technical points of contact, primes, and potential teaming partners.
- Monitor and interpret federal acquisition regulations, SBIR/STTR policy directives, and agency-specific requirements to ensure compliant and competitive submissions.
- Support post-award activities, including contract negotiations, modifications, reporting, and transition planning to Phase III or follow-on contracts.
- Maintain opportunity pipeline, win/loss data, and regular reporting to leadership on pipeline health, capture status, and forecasted awards.
- Represent the company at industry days, SBIR workshops, conferences, and customer engagements as needed.
- Collaborate with leadership on long-term federal growth strategy aligned with product roadmap and small-business set-aside opportunities.
Required Qualifications:
- Bachelor’s degree in business, engineering, or related field (advanced degree a plus).
- 5+ years of experience in federal business development, capture management, or government contracting, with demonstrated success supporting or winning SBIR/STTR awards.
- Strong working knowledge of the SBIR/STTR program structure, solicitation cycles, proposal requirements, and Phase III commercialization pathways.
- Familiarity with federal procurement processes, FAR/DFARS, SAM.gov, and common DoD/NASA acquisition vehicles (OTAs, BAAs, IDIQs, etc.).
- Proven ability to manage multiple pursuits simultaneously, meet strict deadlines, and produce high-quality, compliant proposal materials.
- Excellent written and verbal communication skills; ability to translate technical capabilities into clear, customer-focused narratives.
- U.S. citizenship required (due to ITAR and potential clearance requirements). Ability to obtain a DoD security clearance preferred.
Preferred (nice-to-have for 2–3 years experience candidates):
- Direct experience in aerospace, defense, space, power electronics, or related high-reliability technology sectors.
- Prior success supporting small businesses or startups in federal contracting.
- Existing relationships within DoD labs, program offices, NASA centers, or relevant primes.
- Experience with proposal tools, CRM systems, and capture methodology (e.g., Shipley or equivalent).
- Understanding of small-business certifications, set-asides, and related compliance requirements.
